Located at the front end of the New World, Dressrosa is a passionate kingdom known as the “Land of Love, Passion, and Fairies.”
Nine hundred years ago, the “Donquixote” family ruled this land. However, after the “Void Century” eight hundred years ago, the Donquixote family left Dressrosa and joined the World Government, becoming Celestial Dragons.
On this land lives a race of small but powerful beings known as the “Tontatta Tribe.” When the Donquixote family ruled, the Tontatta Tribe was essentially enslaved, working tirelessly underground to make Dressrosa extremely wealthy.
When the Donquixote family left, and the “Riku” family took over, the benevolent Riku family freed the Tontatta Tribe and apologized for their past suffering. They also created the “Fairy Legend,” leading the citizens to believe that the strange, fast-moving creatures (the Tontatta Tribe) stealing things were untouchable fairies, allowing the Tontatta Tribe to live happily.
This seemed like a good thing initially. However, without the Tontatta Tribe’s tireless work, Dressrosa became impoverished.
“Kindness does not rule, and benevolence does not govern… No, it’s not that extreme yet…” Hailan had commented casually while reading Dressrosa’s history in the Marine Headquarters archives years ago.
Given his special status, ordinary soldiers couldn’t access such information. As Dressrosa drew closer, Hailan recalled this information from his readings. Thanks to his system enhancing his “calculation” ability (brain development), while he hadn’t reached the level of speed-reading and perfect memory, he wouldn’t forget information he had deliberately memorized.

“No, no, of course not, Tsuru! Don’t look at me like that!” Garp quickly explained, “I’m here to deal with a big pirate. It’s inconvenient to bring all the soldiers, so they might as well stay here and help you with the ship!”
Although Garp often seemed unreliable, he had never lied to Sengoku or Tsuru. Tsuru sighed, worried, “Just don’t cause any trouble and mess up my mission.”
Meanwhile, in a high-end hotel in Dressrosa, a man in a black suit, white trousers, red tie, and red sunglasses looked out the window.
“Dressrosa… How did it end up like this under that useless king?” Donquixote Doflamingo, the descendant of the Donquixote family, wore a look of displeasure.
It was unclear if he was genuinely upset about Dressrosa’s poverty or if he resented that he wasn’t the king of Dressrosa. Having given up his Celestial Dragon status due to his father’s pursuit of “equality,” Doflamingo had sought to reclaim his Celestial Dragon status but was rejected by the Celestial Dragons at Mary Geoise.
Thus, Doflamingo set his sights on reclaiming the kingdom that rightfully belonged to his family 800 years ago. Vice Admiral Tsuru was dispatched to the New World to investigate this emerging pirate group led by Doflamingo and to confirm any connection to the Celestial Dragons.
Hailan and Garp were oblivious to this. Dressed in civilian clothes, they prepared to deal with another pirate group—the Happo Navy.
Looking at the grand, coliseum-like structure before him, Hailan was puzzled, “Why did you bring me here? Am I supposed to fight in the arena?”
“Yes.”
“And what does this have to do with dealing with pirates?”
“Everything.”
“How?”
Garp grinned, “How can you buy donuts without prize money? And without donuts, how can you have the energy to fight pirates?”
Hailan chuckled, “Be serious!”
“Alright, seriously then,” Garp said, adopting a rare serious expression. “According to our intel, the Happo Navy should be landing in Dressrosa these days. The timing might be off, but it’s expected. Their Happo Navy’s Hasshoken is quite formidable. I had to destroy eight mountains to defeat Chinjao the pirate. You know this story.”
“So, while we wait, you can use this opportunity to gain experience in the arena. It’s good practice against strong opponents, and I can guide you.”
Hailan nodded, understanding the logic. “It makes sense. But why did you dismantle the ship’s medical kit? Do you expect me to get injured?”
Garp patted his chest, “Don’t worry. With me here, you won’t get hurt. If there’s an opponent you can’t handle, I’ll step in.”
Hailan looked skeptical. “And the stuff you took from the ship—do you plan to sell it for money?”
Garp coughed, “These are my ship’s supplies. How can taking my things be considered stealing?”
Hailan was astonished, thinking his strict father would never understand this logic, “Aren’t you afraid of getting caught?”
“Impossible!”
“But what if?”
“Then I’ll apologize later.”
Seeing Garp’s carefree, even slightly excited expression, Hailan accepted reality, “No way. Besides the prize money, you need to share some of the selling money with me too.”
