The reason why this jutsu was classified as a forbidden technique by the Second Hokage is simple.
The chakra required for this technique is so immense that it is far beyond what an average ninja can handle. Moreover, once the jutsu ends, the mental feedback can be overwhelmingly negative, instantly breaking down or driving insane those with insufficient mental fortitude. Generally speaking, this jutsu is only usable by a few elite Jonin who have endured numerous life-and-death experiences and are at the pinnacle of their abilities.
But Naruto was different.

Kakashi quickly formed hand seals mid-air.
“Wind Style: Great Breakthrough!”
Using the same C-rank Wind Style jutsu Naruto had used earlier.
But clearly, the same jutsu.
Kakashi’s Wind Style was far more powerful than Naruto’s, not only blowing away the remaining shuriken but also dispersing over ten clones that were about to reach him. The shuriken scattered in all directions, either injuring the clones or causing them to collide and dissipate.
Upon landing, Kakashi made a sudden advance.
Directly charging into the crowd of Naruto’s clones.

This made Naruto, hidden among the clones, turn pale. He knew Kakashi was strong, but he didn’t expect to have any chance to fight back. How many seconds had passed? And already fifty to sixty clones were gone, without Kakashi using any large-scale destructive jutsu. If Kakashi had used an A-rank jutsu, Naruto estimated all his clones would have been obliterated instantly.
Knowing he would be overpowered was one thing, but this was too fast and too terrifying.

He lunged forward.
“Whoosh.”

Kakashi’s body was enveloped in lightning.

The faint but thunderous sound.
Surrounded by lightning, Kakashi.
With a sudden stomp.
A burst of energy.
A thundering charge.
“Hmm!?”

Before Naruto could react, Kakashi’s right hand grabbed his neck.
Naruto froze.
“Heh, checkmate! Naruto!”
Looking at Naruto’s stiff expression.
Kakashi smiled lightly.
“Now, it’s Sasuke’s turn!”
