Most importantly for Hawking was the resources of the mutant school, which could greatly accelerate his growth.
He would be able to eat as much as he want and exercise as hard as he want without worrying that he would attract unwanted attention.
He would be able to compete and fight against the top mutants if the school to stimulate his Saiyan blood.
He might even be able to use the advanced technology and other mutants’ superpowers to safely practice Kamehameha.
If he continues to develop at the current pace in Sokovia, it might take him ten years to truly catch up to the full strength of thirteen-year-old Goku. The mutant school can accelerate it to just two or three years.
If he can hurry up and get on with it he would be able to gather Justice Points faster, the source of his power.
In short, strength is everything, and becoming stronger as quickly as possible is the only way forward.

Professor X was impressed.
