After discussing with Admiral Sengoku, Kong decided that Kuzan would handle the North Blue, Garp the East Blue, and Kizaru and Akainu the South and West Blue, respectively.
With these four, there wouldn’t be any problems in the four seas. Kuzan would also train Michion and his team in the Kingdom of Ishtar, Michion’s homeland.
This also facilitated Michion and Adolf’s return to the Kingdom of Ishtar.

Aside from maintaining order in the four seas, Sengoku and Zephyr had to manage the first half of the Grand Line.
The only good news was that they no longer had to guard the New World. During Roger’s execution, no one caused trouble, and now New World pirates were fighting over territories, leaving them too busy to return to the Grand Line.
The Marines only needed to plant operatives to monitor the pirates’ movements.
Roger’s proclamation had thrown the Grand Line and the four seas into chaos, forcing the Marines to reinforce their presence.
Safety wasn’t an issue with Michion’s father, Abraham Gaius, a near-rear admiral-level combatant stationed in the North Blue.

Minor pirates would be left to the island’s Marine branches.
Stationing Michion’s team in the Kingdom of Ishtar was also for their combat training against these pirates.
