So, he would disregard those abilities and look at other factors.
For instance, if it were Sugar, without her Devil Fruit ability, she was physically weak and didn’t possess Haki, so she would be easily defeated.
Of course, Sugar was a cute girl, and Hals wouldn’t harm her despite her being a loli.
But Hals might use a different approach with Sugar.

Next, guards would come to clean up the bodies. Hals could revive them using dark magic to make them his soldiers, but he had reasons not to.
One, his dark magic was just upgraded to level three, and his soul energy hadn’t recovered, making it impossible to restore their full strength. Moreover, if these were Devil Fruit users, their powerful fruits would end up back in the sea, causing more trouble.
Another reason was these guys were too weak, unworthy of Hals’ attention.
They were just trash, and Hals preferred a few strong allies.
Of course, if they weren’t elites, it didn’t matter. Hals was strong enough to protect his allies.
Like his only current ally, Ain.

Though Ain couldn’t smell the blood, seeing all the bodies scared her.
